In their continuing commitment to uphold integrity, accountability, and efficient service delivery, the employees of Cagayan State University at Lal-lo participated in a “comprehensive” orientation seminar on April 30, 2025, at Solomon’s Hotel Function Hall, focusing on key civil service laws and ethical standards in public service.
Organized by the Campus Administrative Officer's, Human Resource's, and Guidance Offices, the whole-day event brought together permanent employees of CSU Lal-lo for an in-depth learning session on the Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Act of 2018, Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, and the Leave Administration Course for Effectiveness (LACE).
Two sought after speakers and experts from the Civil Service Commission (CSC) served as resource speakers: Director Maria Rewina D. Arugay, Director II of the CSC Cagayan-Batanes Field Office and Atty. Marcelo C. Cabildo Jr., Attorney VI of the Legal Office Division who provided insights on ensuring public sector professionalism and compliance with established government service protocols.
Atty. Cabildo led the first session by elaborating on the EODB-EGSD Act of 2018, highlighting the law’s goal of streamlining government processes and reducing bureaucratic red tape.
He emphasized the important role of frontline government employees in enhancing public trust through efficient, honest, and prompt service delivery.
“This law empowers not only institutions but individual public servants like you. Each transaction simplified, each process made transparent, contributes to building a government worthy of the people’s trust.”
Transitioning to ethical standards, Atty. Cabildo provided an overview of RA 6713, highlighting eight norms of conduct expected from civil servants, including commitment to public interest, professionalism, and political neutrality. He also engaged participants in a reflective activity to examine how these principles are applied in their day-to-day responsibilities.
Director Arugay took over the afternoon session with an interactive lecture on Leave Administration Course for Effectiveness (LACE).
The Civil Service Director discussed the intricacies of leave privileges, the importance of accurate leave tracking, and the legal consequences of leave misuse or misreporting.
She highlights that leave management is not merely about benefits, but rather about fairness and organizational sustainability, iterating that proper leave administration supports both the worker and the institution.
Reflecting on the university community’s eagerness to strengthen its compliance with government standards, the participants representing each college and the administrative personnel expressed their renewed appreciation for ethical accountability and legal mindfulness in public service.
Meanwhile, Campus Executive Officer, in his closing remarks reiterated CSU Lal-lo’s commitment to promoting a culture of excellence and integrity across all units.
“This orientation affirms our shared responsibility as civil servants. Through this, we continue to build a responsive, ethical, and people-centered CSU,” he said.
