CSU Lal-lo welcomes new campus executive officer

Cagayan State University (CSU)–Lal-lo formally welcomed its new Campus Executive Officer (CEO), Engr. James B. Cabildo, in a ceremony on January 7, marking the transition of campus leadership and reaffirming its commitment to sustained campus development aligned with the university’s vision.
In his first address to the campus community, CEO Cabildo underscored the importance of continuity, assuring faculty, students and other stakeholders that ongoing programs and initiatives would be strengthened rather than disrupted.
“We build upon the foundation already laid to ensure that no efforts are wasted, because we value the continuity of excellence,” CEO Cabildo said.
The new CEO outlined his core priorities, which include strengthening overall campus administration, further advancing the university’s fourfold mandate of instruction, research, extension, and production, and ensuring operational efficiency across all units.
He also emphasized accountability, particularly in the management of campus facilities, finances, and properties.
CEO Cabildo committed to the seamless continuation and completion of projects initiated under the previous administration led by former CEO Policarpio L. Mabborang Jr.
These include the implementation of high-impact research initiatives, the sustained improvement of licensure examination performance, and the pursuit of higher levels of program accreditation and internationalization.
Among his development thrusts, CEO Cabildo cited plans to intensify research-generated technologies, strengthen community partnerships, and enhance the campus’ Technical Education and Skills Development (TVET) offerings, particularly in high-value crops and livelihood-based production. He also expressed intent to upgrade the campus’ digital infrastructure to improve connectivity and streamline administrative and academic processes.
Looking ahead, Cabildo shared his vision of developing CSU Lal-lo’s Valena heritage coffee into a registered brand with international market potential, positioning the campus as a premium tourism destination in Northern Luzon through the integration of agricultural productivity and cultural heritage.
CEO Cabildo said he envisions CSU Lal-lo evolving into a smart agricultural–industrial economic zone that can attract investors and locators, while moving toward long-term campus self-sustainability.
