Cagayan State University (CSU) will reimplement its compressed workweek arrangement effective October 12, 2026, adjusting the reporting schedules of covered administrative personnel and designated faculty members while maintaining academic services and establishing class arrangements for the second semester of Academic Year 2026–2027.
The policy was announced through Memorandum No. OP-5004-MEMO-2026-10-241, dated October 6, 2026, issued by the Office of the University President following deliberations by the Expanded Executive and Management Committee.
The measure responds to the continuing instability and upward trend in fuel prices and their impact on transportation and operational costs. It is also aligned with Office of the President Memorandum Circular No. 114, series of 2026, which encourages flexible work arrangements to help reduce fuel consumption and energy use, subject to applicable Civil Service Commission (CSC) rules and guidelines.

Under the reimplemented arrangement, all administrative personnel and Contract of Service (COS) providers covered by the memorandum shall report for work from Monday to Thursday, 7:00 a.m. to 6:00 p.m., with Friday designated as a non-working day for covered personnel.
The arrangement also covers designated faculty members with an Equivalent Teaching Load (ETL) of 12 units or more.
Despite the adjusted reporting schedule, the University emphasizes that covered employees must continue to comply with the required 40 hours of work per week, subject to applicable laws, rules, and regulations governing working hours and meal breaks.
The compressed workweek is intended to help manage transportation and operational costs while ensuring the continuous delivery of university services. The change in reporting days does not, by itself, suspend official duties or eliminate the responsibilities attached to each position.

To ensure uninterrupted public service, the memorandum provides that the offices of the College Deans, Library Services, Guidance Services, Medical and Dental Services, and other frontline offices in all campuses may remain open to the public from Monday to Friday, 7:00 a.m. to 6:00 p.m.
This will be facilitated through an appropriate rotation of personnel, as may be deemed necessary by the respective Campus Executive Officer.
Emergency laborers, building and grounds custodians, and offices responsible for their supervision shall continue to observe the regular eight-hour workday.
These provisions underscore the University's commitment to balancing operational adjustments with the continuing needs of students, employees, and other clients who depend on campus-based services.

For the remainder of the current semester, class schedules shall continue to be observed as regularly scheduled. Faculty members are expected to ensure that all classes, whether conducted onsite or through other authorized modalities, are properly attended to in accordance with approved class schedules.
The compressed workweek arrangement therefore does not automatically authorize the cancellation, suspension, or unilateral rescheduling of classes. Faculty members must continue to fulfill their instructional responsibilities and observe the approved academic schedule.

Effective the second semester of AY 2026–2027, the memorandum provides a specific class arrangement for faculty members:
• Monday to Thursday: Onsite regular classes.
• Friday, Saturday, and Sunday: Online lecture classes, onsite laboratory classes, and onsite NSTP/ROTC classes.
The arrangement distinguishes regular classroom instruction from activities that require online delivery or physical attendance in specialized learning environments.
Online lectures are scheduled for Fridays, Saturdays, and Sundays, while laboratory classes and NSTP/ROTC activities may be conducted onsite on these days. Faculty members and academic units must accordingly consider the nature of their courses, the approved class schedules, and the requirements of their respective learning activities.
The implementation of these arrangements should also be coordinated within the University's established academic and administrative processes to ensure continuity of instruction and compliance with approved schedules.

The memorandum identifies additional measures to guide implementation and clarify the responsibilities of concerned personnel.
First, online classes conducted on Fridays shall be monitored by the concerned deans. This provision establishes an oversight mechanism for ensuring that scheduled online instruction is conducted as required.
Second, faculty members and administrative personnel with teaching overloads shall render their overload classes after 6:00 p.m. from Monday to Thursday and online on Fridays and Saturdays, except for graduate classes.
The provision makes a distinction between regular teaching assignments and overload classes, requiring concerned personnel to observe the designated schedules for their additional teaching responsibilities.
Third, the Graduate School, College of Law, and College of Medicine shall make appropriate arrangements according to the particular needs of their respective colleges. These units may therefore establish arrangements suited to their academic requirements, subject to the applicable institutional guidelines.

The reimplementation of the compressed workweek requires coordinated action among campus officials, deans, faculty members, administrative personnel, and students.
Campus administrators and heads of offices are expected to facilitate appropriate personnel rotations where necessary to maintain frontline services. Academic units must ensure that class schedules are properly implemented, while faculty members must continue to fulfill their teaching obligations under the applicable arrangements.
Students, meanwhile, are encouraged to remain guided by official announcements from their respective campuses, colleges, and instructors, particularly concerning the delivery of lectures, laboratory sessions, NSTP/ROTC activities, and other scheduled academic requirements.
The policy takes effect on October 12, 2026, with the second-semester class arrangement to be implemented during the second semester of AY 2026–2027.
